The draft notification becomes final after the comment window closes. Once finalized, your baseline and target are locked in for the compliance years shown — objections after this point are far harder to raise. If your number looks wrong, this is genuinely the easiest moment to flag it.

Is this the final target, or can it still change?+

This is a draft notification (G.S.R. 517(E)) open for public comment. Figures can be revised before final notification, based on objections received from obligated entities and other stakeholders.

What is the ICM Portal, and do I need to register?+

The Indian Carbon Market Portal (indiancarbonmarket.gov.in), run by BEE, is where obligated entities register under the compliance mechanism and file emissions data. Every entity on this list will need to register there.
